Yes, it is true that the beginnings of democracy were seen in Athens a little more than 400 BC, since Ancient Athens implemented a "direct democracy" and the Greeks "invented" this style of government.

During that period, The Athenian create a system which later on referred to as 'direct democracy'. In their system, the citizens of Athens had the right to Directly vote for the legislation that shall be passed by the Government without using representatives as an intermediate.
